This collection contains transcripts of hearings held at Albany, New York and The Bronx by the Joint Legislative Committee on Mental Retardation and Physical Handicap. Testimony was from individuals as well as various foundations and organizations that serve people with mental and physical handicaps. The focus of the hearing in the Bronx was the legislative program to be proposed in 1966. At the Bronx hearing, U.S. Senator Robert F. Kennedy from New York, spoke of seeing the deplorable conditions for the mentally retarded in New York State. He suggested several ways to make improvements for which federal support was available or soon would be available. The annual report indicated that hearings were also held on November 17, 1961 at Albany, NY, October 10, 1961 at Buffalo, NY, October 20, 1961 at Syracuse, NY, and February 9-10, 1967 at Buffalo, NY. Transcripts of these hearings were not found. Meetings: The Committee met with the Commissioner of Mental Hygiene, Dr. Hoch. One of the first items on the agenda was the status of the Mental Retardation Research Institute, perhaps connected to a medical school, vocational rehabilation services and training facilities, budget restraints, the successes of community living.The meeting of Nov. 28, 1966 was to propose legislation for the handicapped.
